Moynihan Station Redevelopment Project
FRA and the New York State Urban Development Corporation d/b/a the Empire State Development Corporation (ESDC) are working together on the Moynihan Station Redevelopment Project (the Project), which is joint public/private development initiative to adaptively reuse the historic James A. Farley Post Office Building and adjacent Western Annex as a new train station to be known as the Daniel Patrick Moynihan Station. The purpose of the Project is to address the capacity issues that currently exist at neighboring Pennsylvania Station, which is the busiest passenger transportation facility in the country. The new Moynihan Station will be constructed within the eastern portion of the Farley Building and will significantly improve access to, and egress from, the platforms and connections between Pennsylvania Station, the Farley Building, and the existing New York City subway lines. FRA has been involved with the Project for some time and there have been several environmental reviews related to the Project. Currently, FRA and ESDC are preparing an Environmental Assessment (EA) examining the potential environmental impacts of the Project and evaluating the Project alternatives in accordance with the National Environmental Policy Act (NEPA) and applicable NEPA regulations. FRA is the lead Federal agency for this EA, and the Federal Highway Administration, the Federal Transit Administration, and the United States Postal Service are cooperating agencies.

On July 20, 2010, based on the information presented in the EA, the FRA Administrator signed a Finding of No Significant Impact (FONSI). As a result, all Federal environmental requirements have been satisfied. The FONSI can be found here.
