Pacific Surfliner: Carlsbad Village Double-Track Project

The Pacific Surfliner: Carlsbad Village Double-Track Project is for the environmental and preliminary engineering analysis of a new second main line track along the Oceanside to Carlsbad segment of the Los Angeles-San Diego-San Luis Obispo (LOSSAN) Rail Corridor.  The Carlsbad Village Double Track Project is located within the existing North County Transit District (NCTD) railroad right-of-way along the LOSSAN Rail Corridor, in Oceanside and Carlsbad, CA.

The California Department of Transportation (Caltrans) and San Diego Association of Governments (SANDAG) propose the addition of a second main line track along the LOSSAN Rail Corridor.  The project proposes the construction of a 1.1-mile long second main track to connect adjacent double-track segments at each end of the project limits.  The Proposed Action also includes related improvements to developed segments, such as Carlsbad Village Coaster station improvements, Rotary Park encroachment, at-grade crossings at Grand Avenue and Carlsbad Village Drive, and a Tamarack wayside signal. 

A LOSSAN state rail corridor study identified the realignment and double-tracking improvements in the Carlsbad Village station as a priority project essential to reliability of rail service.  Currently, there are delays in scheduling operations, a lack of flexibility for freight operations, and the current capacity is not expected to meet future demands.  Double-tracking the Oceanside to Carlsbad segment is needed to eliminate a single-track bottleneck in the vicinity of the Carlsbad Village Station.  This will achieve the project purpose of: improving operations for both passengers and freight in terms of reliability, efficiency, and safety; improving commuter rail and intercity trail service travel times; increasing flexibility for freight operations; and increasing capacity to meet future demand for all rail services in the LOSSAN Rail Corridor.    

Environmental Assessment (EA)

Caltrans and SANDAG worked with the Federal Railroad Administration (FRA) to prepare an Environmental Assessment (EA) for the project to comply with the National Environmental Policy Act (NEPA).  This is a Tier 2 EA, addressing site-specific environmental impacts associated with the SANDAG-proposed construction and operation of the Carlsbad Village Double Track Project.  This EA tiers from the 2007 Tier 1 LOSSAN Programmatic Environmental Impact Statement/Environmental Impact Report and subsequent FRA Record of Decision. 

The Draft EA was available for a thirty-day comment period beginning May 18, 2018. Because no substantive comments were received during this period, a Final EA was not needed. FRA signed the Finding of No Significant Impact (FONSI) on June 25, 2019. This completes the NEPA process for this project. See project documentation below:
