Secretary Mineta Names Elizabeth Monro to Serve as FRA Deputy Administrator

Washington D.C. -- U.S. Transportation Secretary Norman Y. Mineta today announced the appointment of Elizabeth Monro to serve as deputy administrator for the Federal Railroad Administration (FRA).
"Betty's comprehensive knowledge of transportation issues will be invaluable in achieving the department's strategic goals, and will prove to be an important asset as we meet the challenge of improving our nation's railroad system," said Secretary Mineta. "I welcome her aboard my team."
Mrs. Monro's distinguished career includes over 30 years of transportation related experience. Prior to her appointment, she served as chief of staff for U.S. Congressman Mac Collins, where she managed all aspects of the congressman's Washington D.C. and two district offices. Additionally, she assisted the congressman in working to enact legislation dealing with rail and aviation issues. Prior to her work on Capitol Hill, Mrs. Monro served as chief of staff to FRA Administrator Gilbert Carmichael from 1991 to 1993, and was Special Assistant for Aviation Policy to former DOT Secretary Sam Skinner from 1989 to 1991. She also served as the director of Federal Legislation for Air Transport Association of America, a trade association of the U.S. airline industry, where she represented the interests of airlines on Capitol Hill.
As deputy administrator, Mrs. Monro will play a key role on the FRA's management team, overseeing the administration's organizational restructuring and other initiatives, as well as working with Capitol Hill to advance the policies of the Bush Administration.
Mrs. Monro earned her bachelor's degree from the University of Mississippi. She and her husband, Charles, reside in Woodbridge, Virginia.
