This document provides guidance to railroads developing and implementing an atmosphere-supplying emergency escape breathing apparatus (EEBA) program to protect railroad employees who transport hazardous materials posing an inhalation hazard. In this guidance, the Federal Railroad Administration (FRA) highlights factors to consider when selecting an appropriate EEBA and explains various programmatic components to evaluate when developing an EEBA program.
