The Federal Railroad Administration sponsored Volpe National Transportation Systems Center (Volpe) to conduct a formative evaluation of a Class I railroad’s implementation of a Confidential Close Call Reporting System (C3RS) pilot demonstration (Pilot). The goal of the evaluation was to document implementation processes and provide stakeholders with formative feedback to strengthen the Pilot. Volpe collected information from Safety Department leadership and Peer Review Team members and reviewed relevant documentation to identify Pilot strengths and challenges. Volpe drew on prior C3RS evaluation findings to provide stakeholder feedback intended to strengthen the Pilot.
