Thursday, April 23, 1998 (Washington, DC ) Molitoris Appoints Charles H. White Associate Administrator for Policy and Program Development

Federal Railroad Administrator Jolene M. Molitoris today announced the appointment of Charles H. White Jr. to be the associate administrator for policy and program development at the Federal Railroad Administration (FRA).

"Charlie brings to this position superior leadership, communication and technical skills acquired over a distinguished 30-year career," Molitoris said. "Charlie’s extensive involvement with the railroad and related transportation industries will be an excellent complement to our team."

Before his appointment to the FRA on March 29, White was a partner at the Washington, D.C., law firm of Galland, Kharasch & Garfinkle where his practice focused on transportation law. He served with the Interstate Commerce Commission from 1970 to 1977 most recently as the associate general counsel for litigation.

White has participated, either as a government official or private attorney, in all the major mergers which have shaped the U.S. rail industry since 1970. He has successfully directed the reorganization of several bankrupt regional railroads and has advised numerous foreign governments about transportation infrastructure development issues.

White is a frequent lecturer and author on transportation-related matters. He received a J.D. from Yale University in 1964 and holds an M.B.A. from the Amos Tuck School of Dartmouth College. Originally from Norwich, Vt., White served as a captain in the U.S. Army from 1964 to 1966. He and his wife, Marie, live in Potomac, Md.
