Public Information Forum
The Federal Railroad Administration (FRA) encouraged public participation throughout the development and evaluation of the Long Bridge Project (Project). During that time, FRA updated the Project website with project milestones, information about public meetings, and other pertinent Project information.
FRA and the District Department of Transportation (DDOT) held a public hearing on October 22, 2019. The public hearing provided an opportunity for interested parties to provide oral and written comments on the Draft Environmental Impact Statement (EIS), Draft 4(f) Evaluation, and Draft Section 106 Programmatic Agreement.
FRA and DDOT hosted a public meeting on November 29, 2018. The meeting was held at the District of Columbia DCRA Building, Room E200, 1100 4th Street SW, Washington, DC, from 4:00 pm to 7:00 pm, with the same formal presentations held at 4:30 pm and 6:00 pm. This meeting was an opportunity for the public to review and provide input on the identification of the Preferred Alternative. Participants had the opportunity to ask questions and provide feedback during two question-and-answer sessions following the presentations, as well as by completing comment cards distributed at the meeting.
FRA and DDOT held a public meeting on May 16, 2017. The meeting was held in the Club Room of L’Enfant Plaza on the Promenade Level, 470 L’Enfant Plaza, SW, Washington DC. An informal open house was conducted between 4:00 pm and 8:00 pm where representatives were available for discussion of the project and to answer questions. Formal presentations were also given at 4:30 pm and 6:30 pm. This meeting was an opportunity for the public to review and provide feedback on the Level 1 Concept Screening results for the Long Bridge Project. In addition, FRA sought public comments on the Level 2 screening criteria to help evaluate the Project concepts that would be advanced for further study in the EIS. This public meeting also fulfilled public engagement requirements of the concurrent Section 106 of the National Historic Preservation Act consultation process.

FRA and DDOT hosted the public scoping meeting on September 14, 2016. The meeting was held in the Club Room of L’Enfant Plaza on the Promenade Level, 470 L’Enfant Plaza, SW, Washington DC. An informal open house format was conducted between 3:00 pm and 6:00 pm where representatives were available for discussion of the Project and to answer questions. This meeting was an opportunity for the public to review and provide feedback on the Long Bridge Project’s Draft Purpose and Need. In addition, FRA sought public comments on the preliminary concepts, draft concept screening criteria, and environmental considerations.

Scoping Comments
Meeting attendees were encouraged to share comments and questions with the Project team during the scoping meeting. The Notice of Intent (NOI) also announced the public scoping meeting and invited the public and other interested parties to submit scoping comments through September 26, 2016. FRA subsequently extended the 30-day scoping period to October 14, 2016 in response to a public request for 30 days to review materials presented at the public meeting on September 14, 2016. Comments received during the scoping period were summarized and included in the Project Scoping Report.
Long Bridge Project Scoping Report
The Scoping Report summarizes the scoping process, the meetings held, and the comments received. The report also includes the NOI and extension notice published in the Federal Register (Appendix A), scoping initiation letters (Appendix B), and the public scoping meeting materials (Appendix C). All comments received during the scoping period were compiled and reviewed and are provided in Appendix D (Agency Scoping), Appendix E (Public Scoping), and Appendix F (Railroad Stakeholders) of the Scoping Report.

Following the initiation of the Phase II Study, FRA and DDOT hosted a public meeting on February 10, 2016. The intent of this meeting was to update the public on the Project status and schedule. This meeting was announced through an advertisement in the Washington Post Express, website notification, and email distribution to the Project mailing list.

Public outreach for the Project was initiated during project planning in 2012, prior to the initiation of the National Environmental Policy Act process, with the Phase I Study and development of the Project website (www.longbridgeproject.com). During the Phase I Study, FRA and DDOT hosted three public meetings conducted in an open house format between November 2012 and December 2013.
