NEPA Re-Evaluations

National Environmental Policy Act (NEPA) re-evaluations (23 CFR 771.129) for the Hudson Tunnel Project are prepared when something related to the project design, affected environment, or regulatory setting changes after the Record of Decision is signed. NEPA re-evaluations analyze the changes to determine if the original NEPA decision is valid, or if supplemental NEPA analysis needs to be prepared. This page provides a list of Hudson Tunnel Project re-evaluations approved by FRA.

  • NEPA Re-evaluation #1 evaluates two newly proposed haul route locations for construction trucks to service construction at the Hoboken staging area in New Jersey
  • NEPA Re-evaluation #2 modifies the construction staging location in Manhattan
  • NEPA Re-evaluation #3 is under development

  • NEPA Re-evaluation #5 authorizes the temporary operation of an older-model crane barge engine
  • NEPA Re-evaluation #6 modifies workdays and work hours for the Hudson Ground Stabilization work in the Hudson River
