Post-Accident Toxicological Testing; Amended Procedures

Final rule.

FRA's new ``post-accident shipping boxes'' (formerly designated ``post-accident testing toxicology kits'') are now available for distribution to railroads. Each shipping box contains supplies, instructions, and custody and control forms that have been modified to incorporate mandatory urine split sample testing, optional breath alcohol testing, and other technical amendments. In this rule, FRA conforms the post-accident testing procedures contained in Appendix C to its alcohol and drug regulations (49 CFR part 219) to these changes. For ease of understanding, FRA here reprints the entire appendix C to part 219, as amended.
