Summary

FRA is implementing the requirements of the Federal Civil Penalties Inflation Adjustment Act of 1990, as amended by the Debt Collection Improvement Act of 1996 in this final rule. FRA is adjusting the maximum civil monetary penalties it issues for violations of railroad safety statutes and regulations under its authority.
