Kyle Fields, Chief Counsel
Kyle Fields is the Chief Counsel of the Federal Railroad Administration at the U.S. Department of Transportation.
Fields previously served at the U.S. Senate Committee on Commerce, Science, and Transportation, Republican Staff, finishing his tenure as senior counsel. He contributed to policy and oversight work as well as major legislation, including the Infrastructure Investment and Jobs Act, the Ocean Shipping Reform Act of 2022, and the reauthorization of the National Transportation Safety Board in 2024.
Before his work in the Senate, Fields built his legal career in both the judicial and executive branches. He served as a legal fellow at the U.S. Court of Appeals for the D.C. Circuit and clerked for judges on the U.S. Court of Appeals for the Seventh Circuit, D.C. Superior Court, and D.C. Court of Appeals. Fields also brings specialized knowledge from his previous experience as a career attorney at the Federal Railroad Administration focusing on safety enforcement.
Fields earned his J.D. from Indiana University Maurer School of Law in 2013 and his B.A. from Miami University in 2010. Originally from Hamilton, Ohio, Fields now resides in Virginia.
