Use of Locomotive Horns Environmental Impact Statement

In January 2000, a Draft Environmental Impact Statement (DEIS) was published with the Notice of Proposed Rulemaking for the regulation governing the use of locomotive horns. The FRA had published a Notice of Intent to prepare the DEIS in the Federal Register on May 26, 1998. The public review period for the proposed regulation and the DEIS ended May 26, 2000. Comments on the DEIS were collected in the DOT Docket Management System, number FRA-1999-6440. The Final Environmental Impact Statement (FEIS) was made available concurrently with publication of the Interim Final Rule for the Use of Locomotive Horns at Highway-Rail Crossings in the Federal Register. A Record of Decision (ROD) was issued with the Final Rule.
