Appalachian NGL Hub Rail Transloading Facility
The proposed Appalachian Natural Gas Liquids (NGL) Hub Rail Transloading Facility Project (the Project) will be constructed by Ohio River Partners Shareholder LLC (doing business as Long Ridge Energy Terminal [LRET]) to support the continued need for transportation of NGL to end-use markets. The Project consists of two parts: (1) the construction of a new transloading facility (the Transloading Facility) in Hannibal, OH, for which the Federal Railroad Administration (FRA) has awarded funds to the Project sponsor, Monroe County; and (2) the construction of an associated, privately funded 10-inch diameter pipeline (the NGL Pipeline). The NGL Pipeline will transport NGL from the existing gas-processing facility owned by Blue Racer Midstream in Natrium, WV, crossing under the Ohio River into Ohio, and ultimately terminating approximately 5.9 miles to the southeast at the new Transloading Facility. The Transloading Facility will facilitate loading NGL from the pipeline onto rail cars for shipment out of the region to processing facilities and end-use markets.

Environmental Assessment and Finding of No Significant Impact
FRA evaluated the potential environmental and related impacts of constructing the Appalachian NGL Hub Rail Transloading Facility in Monroe County, OH. FRA and Monroe County conducted an environmental review, including preparing an Environmental Assessment (EA) in accordance with the National Environmental Policy Act (NEPA), 42 U.S.C. § 4321 et seq., that was issued on July 8, 2020. FRA approved a Finding of No Significant Impact (FONSI) for the Project on August 28, 2020.
